Content Liberation is a term for the attempt to persuade institutions such as archives and especially those who are copyright holders to release their material under a free license to the public and therefor also to Wikipedia. Among many other initiatives, the agreement between the German Federal Archives and Wikimedia Germany led to the upload of more than 80.000 images to Wikimedia Commons.

While some parts of the negotiation process can be unique and verbose, there are many repetitive elements in the liberation effort.

This presentation will demonstrate a platform designed to invite volunteers to start initiatives requesting the release of copyrighted non-free material under free licenses. The platform is meant to document and assist any steps from the identification of potential rights holders especially in the public sector, the initial contact, a set of recommendations for proper rights clearance and options for escalation.

The content liberation toolkit is inspired by platforms such as whatdotheyknow.com and fragdenstaat.de which facilitate users in exercising local freedom of information rights.

This submission is linked to a submission of a workshop dealing with tools to empower volunteers in the creation, liberation and dissemination of freely licensed audio-visual works.
